Francesco's story is one shocking look at the mess created by the Bloomberg administration known as the "rubber room". There are thousands more with the same ridiculous waste of public money, and violation of law by the Department, whose Attorneys claim that innocent people must be terminated for crimes made up, in many cases, by the Attorneys for the Department. That is why the so-called "investigations" take so long: it's hard to create a false claim and make it stick.
